電影《7號室》以首爾一家即將倒閉的DVD房為背景，描述兩個男人在DVD房7號室里，為了掩飾攸關性命的秘密，還有擺脫眼前困境而努力的故事。

在臺北市即將進入聯考的緊張又炎熱的夏天里，劉志強整天幻想著帶暗戀的女孩去綠島上坐潛水艇游海底，做著“熱帶魚”的美夢。在又一次令父母失望的模考成績下，他偶然在電視上看見一起綁架案，試圖只身解救小孩沒想到自己反被抓了去。綁匪阿慶（林正盛 飾）是自鄉下來臺北混世的打工仔，勒索失敗后他把兩個小孩帶回了家。阿慶全家人生活困頓卻其樂融融，一面悉心安頓兩個小孩的生活另一面想辦法如何獲得高額的綁票。阿慶甚至找來輟學妹妹阿娟閑置的書本讓劉志強繼續復習。最終，警察還是找到了被阿慶帶到海上逃避追捕的劉志強，可劉志強卻否認阿慶是綁匪……
