　　同是水瓶座的中年人伊藤博（槙田雄司 飾）和高中生黑田甲賀（池松壯亮 飾）各自經歷著人生最低迷的時刻。兢兢業業的伊藤在保險公司擔任課長，他認真完成工作，然而總是遭到上司的各種壓榨，胸中有著無限的苦悶。黑田和擔任警察的父親交流不暢，戾氣十足的他如火藥桶一般，隨時揮拳相向。某天晚上，渴望發泄的伊藤偷走一部聽在便利店門口的汽車，恰巧目擊這一幕的黑田則騎著摩托追了上去。令二人想不到的是，車上竟然有一個嗷嗷待哺的嬰兒。原來他們所在的城市正因為在開發事業而吵得沸沸揚揚，主張再開發的現任市長犬養亨（佐野史郎 飾）指示黑幫偷走了觀點對立的市長競選者大隈泰三（野間口徹 飾）的兒子。　　無意間卷入紛爭兩個人，即將迎來人生最大的波瀾……
