李雪健,李仁堂,周宗印,田元,張英,蘆珊,梁音,鄧雪松,朱希伽,李璟,蔭放,牛振虹,王洪武,楊杰,孫文濤,馬世祥1962年冬，焦裕祿（李雪健）被派往災(zāi)荒嚴(yán)重的河南省蘭考縣任縣委第二書記，眼見街上成群結(jié)隊(duì)的乞丐、紛紛逃亡外地的饑民，他心情十分沉重，下決心根治長期困苦蘭考百姓的風(fēng)沙、水澇和鹽堿“三害”，不久，他在多次深入基層做調(diào)查研究的基礎(chǔ)上，制定出治理“三害”的方案。但他深入群眾的工作方式招致縣長、縣委副書記吳榮先（李仁堂）的不滿。升為縣委書記后，焦裕祿不顧肝臟經(jīng)常脹痛，幾乎每日都堅(jiān)持去治理“三害”第一線工作，很得人民愛戴，吳榮光指使人就某件事借題發(fā)揮想將焦裕祿整垮，結(jié)果全縣群眾聚在一起為他鳴冤。其后蘭考遭遇特大水災(zāi)，焦裕祿的肝病雖然已到晚期，仍堅(jiān)持去抗災(zāi)第一線。
